Blood shortage Hits Uganda

The Ministry of Health has called for the support from the Parliament to expand its blood collection capacity to meet the increased national demand.

Hon. Dr. Moriku Joyce Kaducu, the State Minister for Primary Health Care, in a statement to Parliament on Thursday, August 18 2016 reported that the increase in the national population puts the blood demand at over 340,000 units.

“One of our key challenges is to expand the national blood collection capacity. Uganda Blood Transfusion Services collect only 240,000 units of blood annually. Additional human and financial resources are required urgently,” she said.

Dr. Moriku told Parliament that inadequate funding has curtailed the expansion of blood transfusion and storage structures.

“The country has only five regional blood banks serving the 13 regional referral hospitals. This leaves the country with a deficit of eight blood banks. The Ministry requires additional resources to meet this need,” she added.

She further informed the House that a purpose built regional blood bank requires Ugsh.7.6 billion to construct.

Moriku aded that the regional referral hospitals in Arua, Masaka and Moroto operate from a few borrowed rooms to run the blood transfusion service.

In response, the MPs tasked the Ministry of Health to improve the distribution of blood to all health centers across the country. Hon. Nandala Mafabi proposed that free blood be availed to all government hospitals. He rallied MPs to lead the campaign to donate blood by providing their own.

It Is Okay For MPs To Have Shs150Million Cars — Kadaga

The Speaker of Parliament, Rt.Hon. Rebecca Kadaga has defended the Ugshs150 million facilitation to Members of Parliament to acquire vehicles for ease of their transportation.

While officiating at the Concert at St. Catherine’s Junior School, Namugongo last Saturday, 20th August 2016, Kadaga said that MPs need decent means of transport. She wondered why Members of Parliament are expected to travel on bodabodas while the senior civil servants cruise in new vehicles fueled by government, with paid drivers and changed every five years.

“The money is going to buy second hand cars. That money is a contribution and it is from our budget,” she said.

Kadaga confirmed that MPs have always topped up what government provides to buy decent vehicles. She added that this time, the alternative is for the government to purchase the MPs brand new vehicles instead of giving them cash.

To paint a clear picture, she gave an example of a new MP who recently took a Bodaboda from Parliament to Entebbe where he was to attend a meeting. When he reached, the security at the gate refused him access into the high profile meeting since he had arrived on a Bodaboda.

The Speaker advised the public to always respect their leaders as leaders too respect them. She attributed the misconception to ignorance and lack of the right information.

The Speaker also urged parents to allow for talent growth in their children and to encourage them to participate in Music, Dance and Drama which is now very lucrative.

“Co-curricular activities are as good as class activities. I encourage parents to allow and facilitate children grow their talents,” Rt. Hon. Kadaga said.

The Speaker sighted sports scholarships in the various schools and higher institutions of learning for parents and students to take advantage. She however, advised parents to always check the status and living conditions of the schools to which they take their children.

She added that Parliament last week directed the Ministry of Education to close schools with poor hygiene and sanitation conditions, which put the life and safety of pupils at risk.

Kadaga was the Guest of Honor at the Commissioning of a girls dormitory named after her. She was welcomed by pupils with original composition songs and drama clips which highlighted the dangers of corruption.

The theme of the day was ‘No Corruption’. The presentations mostly accused politicians and police for being the most corrupt.

Libya parliament votes against UN-backed government

The UN-backed government in Libya faces a major blow as lawmakers in the internationally-recognized parliament reject the cabinet.

A spokesman for the Libyan parliament said Monday that 101 deputies had attended the parliament, enough to reach quorum for the vote.

Abdullah Ablahig added that 61 lawmakers had voted against the Government of National Accord (GNA), 39 abstained and one voted to support it.

The North African country has been split between rival governments and parliaments.

Lawmaker Abdel-Salam Nassiya said the government should now change to include more people from Tobruk, the city where the parliament is based.

Libya’s unity government was the result of months of efforts by the United Nations to reconcile warring sides of the conflict in Libya. The two sides, the internationally-recognized government based in Tobruk in east and a militant-backed authority in the capital Tripoli in west, reached a peace deal and an agreement on setting up the unity government last year.

Fayez Serraj, who was appointed in December 2015 by the UN to head the unity government, has been waiting for a crucial vote of confidence from the Tobruk-based parliament.

A pro-government lawmaker said that the opponents of the government had “cheated” the public because the parliament was not planned to vote on the government during the Monday session.

Galal Saleh said the pro-government bloc had been invited to meet with opponents for a consultation, not a vote.

Libya has been scene of increasing violence since 2011, when long-time dictator Muammar Gadhafi was toppled from power. His ouster created a huge power vacuum in Libya and gave leeway to numerous militant groups.

US Gives Uganda $41.4M To Fight Malaria

The U.S. Mission to Uganda on August 19 awarded the non-profit organization Malaria Consortium a $41.4 million contract to oversee implementation of the Malaria Action Program for Districts Project, a flagship program for Uganda to help eradicate malaria in the country.

The U.S. President’s Malaria Initiative (PMI), led by the U.S. Agency for International Development (USAID), provided the funding for the award. Malaria Consortium is expected to award subcontracts of at least $500,000 each to Jot= Hopkins Program for International Education in Gynecology and Obstetrics (JHPIEGO), Infectious Diseases Itutitute, Banyan Global, Deloitte Uganda, and Communication for Development Foundation-Uganda.

The project will run until August 18, 2021.

During this five-year period, the program will reach more than 13 million Ugandans in 43 districts (22 districts in the Central area, 13 in the Midwest, and 8 in West-Nile) where malaria is most prevalent.

The Malaria Action Program for Districts Projects aims to prevent and control malaria illnesses and deaths in order to r…+7e the socio-economic effects of the disease.

These efforts will ultimately contribute to reducing deaths due to malaria among the overall population of Uganda, especially in children under five years of age.

-By pursuing this project, the U.S. Government expects malaria will no longer be the major cause of illness and deaths in Uganda,” said U.S. Ambassador to Uganda Deborah Malac. -This project will provide families universal access to malaria prevention and treatment measures.”

The project’s objectives include preventive measures, such as providing insecticide-treated nets for universal, routine coverage and multiple doses of sulfadoxine pyrimethamine for intermittent prevention of malaria in pregnancy. It will also improve diagnosis and treatment, which will allow at least 85 percent of people with uncomplicated malaria to be treated with artemisin, based combination therapies within 24 hours of the onset of symptoms.

In addition, the project will create an enabling environment for the implementation of key malaria interventions.

Malaria is Uganda’s single greatest killer. In 2013, there were 3,631,939 confirmed malaria cases and 5,921 reported deaths in Uganda (WHO Malaria Report, December 2015).

Malaria also imposes a heavy economic burden; a single episode of malaria costs a family an average of $9.

A one percent increase in malaria morbidity (illness) reduces GDP by 0.178 percent per year, and malaria drains $658 million from Uganda annually.

The annual direct cost of malaria treatment is $41.6 million, and the average number of productive days lost for an episode of malaria is 8.4 days.

Sejusa Army Discharge In New Twist

Sejusa Army Discharge In New Twist

Uganda’s former Coordinator of Intelligence Services Gen David Sejusa’s hopes of retiring from the army have been dealt a huge blow after it emerged that the state has advanced ten grounds to challenge the recent discharge by the High Court.

According to local reports, the ten grounds are contained in a memorandum of appeal filed by the Attorney General, the chief government legal advisor, before the Court of Appeal on Monday.

We have learnt that the grounds are raised to challenge a decision of High Court Judge Margaret Oumo-Oguli, who ruled that Gen Sejusa is no longer an army officer. The state had earlier only filed an intention to appeal notice but had not grounds.

In her May judgment, Justice Oguli ruled that by UPDF withdrawing Sejusa’s salary, allowances and other benefits of a serving army officer at his rank, meant that he had been constructively discharged, which means that he is no longer a serving army officer.

Gen Sejusa argued in his application that the army had discharged his comrades like General Yoweri Museveni, Salim Saleh, Henry Tumukunde and Mugisha Muntu yet denied him the same.

One of the grounds that the Attorney General raises is that the trial judge misinterpreted both the law and facts in reaching that decision.

Barclays, Standard Chartered picketed in London over Bidco business

Barclays and Standard Chartered saw their London headquarters picketed due to their funding of Nairobi-based Bidco, a company that cuts down thousands of acres of pristine rainforest in Uganda, and engages in human rights and tax violations in Kenya and Tanzania.

The Bidco Truth Coalition (www.No2Bidco.org), an activist alliance, has revealed that the Banking Environment Initiative (BEI), based at Cambridge University’s Institute for Sustainability Leadership under the patronage of The Prince of Wales, is failing in its mission to lead the banking industry in collectively directing capital towards environmentally and socially sustainable economic development.

The BEI’s nine member banks are Barclays, Standard Chartered, Deutsche Bank, Goldman Sachs, Lloyds, Northern Trust, RBS, Santander and Westpac.

By signing up to BEI’s ‘Soft Commodities’ Compact, the nine banks have committed to only direct capital towards sustainable business models and achieve zero net deforestation among their client companies.

Under BEI guidelines, member banks must drop clients that don’t measure up to socially and environmentally responsible policies.

Bidco Africa, which has engaged in multiple human rights, labour, tax and environmental violations, has publically stated that it does business with Barclays, Standard Chartered, Citibank, Equity Bank and Kenya Commercial Bank.

Bidco owns an oil palm plantation that has deforested 18,000 acres of rainforest in Uganda. Bidco has also grabbed land from over 100 smallholder farmers.

The environmental impact of the palm oil project has led activists to call on the UN Global Compact to eject Bidco from its roster of members.

In 2004, the World Bank pulled out of Bidco’s Uganda project, citing violations of the World Bank’s anti-deforestation policies.

But BEI has remained silent, and Barclays, Standard Chartered and other banks continue to do business with Bidco Africa.

The Bidco Truth Coalition calls on BEI, its patron, The Prince of Wales, and BEI’s nine member banks to publically state that they will no longer do business with Bidco and other companies that destroy the environment.

Floods displace hundreds of thousands in Ethiopia

The United Nations says more than 600,000 people have been displaced in Ethiopia since March, largely because of flooding.

The African country was struggling with its worst drought in decades in 2015, but it ended when spring rains arrived in March.

On Wednesday, the UN Office for the Coordination of Humanitarian Affairs said nearly 300,000 people were forced to flee their homes between March and June due to flooding.

The report further said that others were stranded due to the inter-communal conflict in Ethiopia’s southern Oromia and Somali regions.

Many of the people displaced by flooding have since returned home, the UN said, noting that more than 10,000 families are still stranded and in need of basic household items and emergency shelter.

The UN office also noted that heavy rainfall has delayed the delivery of emergency food aid to 85,000 flood-affected people in Somali region.

The UN highlighted that further rain and flooding are predicted due to the La Nina weather phenomenon.

“If the La Nina event begins in late August, this may entail heavier than normal rainfall in the El Nino-affected highland areas, which may result in intensified flooding,” the world body said, adding the phenomenon’s impact could be felt in Oromia and Somali regions by December.

In the song, Van Data provokes the girlfriend that “once you dare go black then you never go back” while the chorus says “let me take you home to Africa”

“Let me show you home mama Africa” a song that will surely work mostly for those exporting and importing love.

He chose to do the video with Kampala life and it features Boda boda rides, eating street Rolex, market food and craft shops.

This is a new style and we have not seen other artists who have sang about Africa hit the National parks and other sceneries.

MTN marks 15th year of Highway Africa partnership

As Highway Africa, the continent’s most prestigious annual journalism conference, marks its 20th anniversary, MTN Group is proud to once again collaborate with Rhodes University on the event, which continues to drive conversation and debate around key issues related to the media and ICT on the continent.

Themed The Internet and Media – Celebrations, Reflections and the Future, Highway Africa 2016 will kick off this weekend in Grahamstown, Eastern Cape, South Africa. The two-day event is set to explore the impact of the internet on journalism and media, including film, music and books.

“This year’s theme is one that resonates with MTN. As an organisation that is extending connectivity and providing digital services across Africa, we know that ICT is changing how we consume media. In addition, it is enabling greater access to information and to services in our communities, which is part of the positive narrative around this continent. We believe that Africa has many good news stories to tell and that platforms like Highway Africa go a long way to boost the media sector so that these stories can be shared. We have been part of this conference for the past fifteen years and our continued support is based on our commitment to the development and advancement of journalism on the continent,” says Xolisa Vapi, General Manager for Corporate Communication and Stakeholder Management, MTN Group.

As part of its support of Highway Africa 2016, MTN is sponsoring journalists from media houses in seven of its markets to attend the conference.

“We are humbled and grateful that MTN is once again partnering with us on this journey of development for African journalism. We have seen many changes and immense growth of the conference over the years. Using keynote addresses, plenary sessions, panel discussions, training workshops, book launches and networking dinners, Highway Africa 2016 will be at one level a celebration of twenty years of the existence of Africa’s premier journalistic assembly, and at another level an occasion for reflection on internet and society
