Uganda’s upcoming musician Buki Solja is using his juicy girlfriend Carol Atuhire a procurement officer at Uganda Electricity Transmission Company (UETCL) to milk money from city tycoons, Red Pepper has learnt.

Sources reveal that Buki who stays with Carol in their two roomed rented Muzigo has for long time relied girl’s finance but he is demanding more money.

Sources confirmed that due to high demand to facilitate his music, Buki tells Carol to detooth loaded men in the city.

He has also tasked the girl to buy him a car.

Among city tycoons she has detoothed is one businessman dealing in motor spare parts known King David based in Katwe.

Speaker roots for re-development of the Source of the Nile

The Speaker of Parliament, Rt. Hon. Rebecca Kadaga has directed the Town Clerk of Jinja Municipality to carry out a valuation of the land around the source of the River Nile.

The Speaker issued the directive while meeting politicians and a technical team from Jinja Municipality on the delayed re-development of the area around the source of the Nile.

Kadaga said that the Source of the Nile was gazetted as a World Heritage Site by UNESCO and there is need to have it developed into a better tourism site.

“We need to chart a way forward for Busoga tourism and one way is to develop that area so that it attracts more tourists,” she said.

Kadaga revealed that she had asked the Catholic Church to let the Pope visit the Source of the Nile but it was not up to the standard needed.

“I spoke to the Catholic Church to let the Pope lead mass there but we don’t have the necessary facilities and so I was left in the dark,” she revealed.

Jinja Municipality West MP, Hon. Moses Balyeku, said that part of the land was allocated to developers who have since failed to do any work. He called on the technical team in the Municipality to carry out a valuation of the land.

“There is need to compensate people who have settled on the land around the Nile but this is only possible after a Government Valuer has surveyed and valued the land,” Balyeku explained.

Hon. Edward Baliddawa (Kigulu North), who is the brainchild behind the Busoga Tourism Initiative, revealed that a Chinese delegation visited the site with the view of funding the redevelopment but there was a dispute over ownership of part of the land.

Baliddawa blamed the Town Clerk for failure to address the hitches adding that the officials are only interested in the gate collections, which they never declare.

The Deputy Town Clerk Jinja Municipal Council, Jofram Waidhuuba, pledged to write to the Government Valuer and have the land valued within seven days.

The Executive Director UNAIDS Mr Musa Bundugu, has applauded the political, religious and civil leadership in Uganda for working in chorus to rout the HIV/AIDS scourge.

Musa says the local leadership led by the First Lady, Janet Museveni and President Museveni had exhibited a new level of commitment to jettison the disease since 2010 when it emerged that the country was backtracking on the achievements it had scored against the disease.

After celebrating decades of world-acclaimed success against the pitiless virus, Uganda was awakened by new information which showed that HIV prevalence had shot up from 5% in 2002 to about 7.3% in 2010.

Musa noted that a conference was consequently convened in April 2010 to reengage the political, cultural, religious, civil society, donor, media and United Nations actors towards rolling back the disease.

The country, at the same time launched a re-energised response guided by a fresh HIV Strategic Plan (2011-2015).

This was also coupled with an aggressive HIV Prevention Strategy (2011-2015) which was hinged on a shared universal vision of a future of zero HIV-related deaths, zero new infections, and zero stigma and discrimination of the infected and affected.

“The leaders have shown a remarkable level of commitment, and the implementation of these strategies has begun to yield positive results.” Musa said.

He particularly commended The First Lady for championing the elimination of Mother to Child Transmission (eMTCT) of HIV, where the number of new babies born with HIV dropped to about 9,600 by close of last year from 30,000 in 2011.

Musa revealed that projections indicate that this figure is expected to drop further to about 5,000 babies by end of this year.

He commended the exceptional contribution by key stakeholders including the international community, US Presidential Emergency Fund for AIDS Relief (PEPFAR), Global Fund, UN agencies, Irish Aid, Ministry of Health and Uganda AIDS Commission among others.

The results have been magical at some health units. At Reach Out Mbuya health centre, they haven’t registered a single case of a baby being born with HIV for the last 4years.

This, thanks to the sustained expansion of the national eMTCT programme, which had resulted into about 95% (112,909 mothers) of pregnant HIV positive mothers accessing Anti-retroviral (ARV) drugs.

Musa also revealed that the country scaled up the enrolment of people on ART from 570,000 in 2013 to 750,000 in 2014, which can contribute to reducing infections.

Musa, however re-echoed the need to do more to improve on the key indicators.

“There is great need to commit more funds to the response programmes, for example, to provide treatment to the 60-67% infected children who are not on treatment,” he said.

Only about 38% of children are on treatment.

He further stressed the need to prioritize HIV & AIDS in children and adolescents, with the ultimate aim of keeping them safe.

Musa, who has served at the UN programme on HIV/AIDS in Uganda for 5 years, called for the aggressive promotion of testing and placement of all positive persons onto treatment.

He said Uganda needs to pay attention to the estimated 600,000 infected persons who are not yet on treatment. Critical to note is that this figure represents people who are not yet on treatment because they don’t know their status.

“If they knew, probably more effort would have been made to put them on treatment.” Musa said, adding: “If we are to put majority of those on treatment, Uganda will not wait until 2030 to end AIDS,”

He also emphasised that more attention needs to be paid to urban areas, key populations and adolescents.

He called for the scaling up of safe male circumcision saying it doesn’t only help in the fight against AIDS but also carries a benefit in fighting cervical cancer.

Other strategies he suggested included the continued advocacy for the ABCD strategy and the fight against stigma. He cautioned that these response programmes would require additional resources.

“The President has previously said that he has money and most it has been prioritised for infrastructure projects but HIV is another critical matter we need to invest in.” Musa said.

With ongoing trend of issues affecting countries that fall under the donor category, Musa advised that it would suffice for Uganda to establish an AIDS Trust Fund to safe guard against donor fatique.

“If we put those infected on treatment, it reduces the chances of the virus remaining strong to enough to infect another person. It’s actually an investment.  So, you either put them on treatment today and score, or let the infections continue.” He noted.

The Speaker of Parliament Rt. Hon. Rebecca Kadaga launched the Review Meeting for the Maternal, Newborn and Child Health (MNCH) which started in 2012.

“Uganda Parliament has been recognized internationally for excellence in maternal health. You have come a long way as the Network of African Women Ministers and Parliamentarians (NAWMP) in the Eighth Parliament; and a lot has been achieved to date. I want to thank the partners for all the support rendered to us for advocacy; I also thank the IPU for its support. I pledge to continue lobbying for more funding,” Kadaga said.

She further informed the members that the Eighth Parliament had designed a roadmap for maternal health, and said she was glad to report that despite various challenges, maternal health has been given the importance that it deserves.

The Chairperson of NAWMP and Woman MP for Mitiyana District, Hon. Sylvia Ssinabulya, informed the meeting that they had achieved a lot since the Advocacy Strategy was launched in 2012.

“Our first objective was to see to it that MNCH is taken care of in Article 33 and 34 during the Constitution Amendments. The draft Bill is almost ready and it has been hard work and joint effort between the Ministry of Health and NAWMP. I am grateful to some of the founding members of NAWMP like Hon. Sara Nyombi have stayed with us as we continue in our struggles of MNCH” she said.

NAWMP-Uganda Chapter was adopted in the meeting of the African Women Ministers and Parliamentarians which sat in Libreville, Gabon on 26th November 2004.

NAWMP was established to promote an equal representation of women and men in decision making processes at the national, regional and international levels; and to strengthen the advocacy skills of women leaders.

It is within this broad framework that NAWMP-Uganda Chapter was established in July 2006.

Tanzania civil servants locked up for lateness

Rights activists in Tanzania have condemned the decision of a district commissioner to lock up civil servants for coming to work late.

Paul Makonda ordered police in the Kinondoni area of the main city, Dar es Salaam, to detain 20 workers after they turned up late for a meeting.

Mr Makonda said the officials had failed to explain their actions.

On Tuesday, newly-elected President John Magufuli replaced independence day celebrations with a clean-up campaign.

Wednesday’s failed meeting was rearranged on Thursday morning and the officers arrived two hours early.

The commissioner’s action has received widespread support among Tanzanians on social media.

However, human rights groups have criticised the move, saying rules and regulations need to be followed to avoid chaos.

“If someone does not show up for work, then we have to follow the laws and procedures we have,” Onesmo Olengurumwa, from the Tanzanian Human Rights Defenders’ Coalition, told the BBC.

But he added that they were in support of the efforts shown by the current president to ensure that everyone was held responsible.

The BBC’s Tulanana Bohela in Dar es Salaam says lateness and long tea breaks are a constant source of complaints from citizens seeking services from public offices.

The district commissioner may be seen as taking inspiration from the new president, who has the reputation of a no-nonsense, results-driven politician, she says.

Since coming to power last month, Mr Magufuli, nicknamed “The Bulldozer”, has announced a range of cost-cutting measures, including a ban on unnecessary foreign travel by government officials.

Residents of Kampala will today join hundreds-of-thousands of people around the Globe taking to the streets ahead of the December UN Climate summit in Paris calling on local and world leaders to take urgent action to halt man-made climate change, eradicate poverty and address inequality.

As part of the Global Climate March, citizens will call on governments to speed up action on climate change by signing an ambitious climate agreement.

In Uganda, thousands will rally in the streets of the capital Kampala, echoing the call for climate action from the Pope, who completes his Ugandan pastoral visit today as part of his first trip to Africa.

The climate change bicycle ride with murals and 5000 people rally to Bwaise slum, a Kampala suburb which is one of the stand out areas heavily affected  by climate change.

The rally will also see at least a 100 people share their stories on how they have been affected by climate change. The rally will be addressed by Ephraim Kamuntu, head of Uganda’s delegation to COP21 and other key government decision makers and politicians.

The summit in Paris is the second of two unique UN summits in 2015, which together provide a once-in-a-generation opportunity to end extreme poverty, fight inequality and tackle climate change.

At the UNGA in September, world leaders committed to a new set of Global Goals for Sustainable Development.

Now leaders face their first test on whether they are serious about making these goals a reality. Isaac Kabongo, Executive Director, Ecological Christian Organisation (ECO) said, “Addressing climate change, and ending poverty and inequalities are two sides of the same coin. We cannot deliver sustainable development without tackling climate change, and we cannot tackle climate change without addressing the root causes of poverty, inequality and unsustainable development patterns.

If leaders want to fully implement the newly adopted Global Goals, tackling inequality and ending poverty within a generation, they will need to fairly transition their economies from fossil fuels to 100% renewable energy.”

The impact of climate change is already affecting people in all corners of the world, with the most vulnerable being hit hardest.

Storms are strengthening, droughts are lasting longer, and floods are worsening – all of which will make it much harder for affected communities to survive.

A strong agreement in Paris could help poorer countries reduce carbon pollution and help vulnerable communities adapt to the impacts of climate change.

From the Amazon to the mega cities of the South, from the streets of America to the squares of Europe, from villages in Africa and Asia to low-lying island communities in the Pacific – in cities, towns and villages across the world citizens will be marching for change and highlighting how decisions in Paris will have an impact nationally.

Ashwini Prabha of Climate Network said: “This weekend hundreds and thousands of people are calling for action to fight climate change – one of the defining issues of our time.

In Paris, governments must agree a robust, universal agreement which signals the end of fossil fuel emissions by 2050, the main cause of climate change.

Now is the time for a strong deal for climate action. Climate change affects us all and we are uniting today from all walks of life to demand action. Our calls must not be ignored.’’

Tanzania’s Magufuli scraps off government Christmas cards to save cash

Tanzanian officials will not be allowed to send out the usual government printed Christmas and New Year cards this year as part of belt-tightening measures by the new president.

John Magufuli has implemented a series of austerity steps since being sworn in on Nov. 5, including cancelling independence day festivities and restricting foreign travel by officials.

The president’s chief secretary “has prohibited the printing of Christmas and New Year cards at the government’s expense,” the presidency said in a statement. “Anyone who wants to print those cards should do so at his or her own personal cost.”

“The funds set aside for the cards should be used to pay off debts that government ministries, departments and institutions owe citizens and other creditors for goods and services rendered or should be directed towards other priority areas,” it said.

Last week, Magufuli ordered the sum of about $100,000 that had been set aside for a party to mark the opening of parliament should be used instead to buy hospital beds at Tanzania’s main hospital, after he found patients sleeping on the floor.

 

The president has issued a raft of instructions to curb government spending, winning praise from citizens of the nation of 47 million or so. The public have long complained about officials who they say abuse office in the poor nation.

Underscoring his popularity since winning, Twitter hashtags associated with the president, such as #WhatWouldMagufuliDo, have quickly become top trending topics among social network users in East Africa.

“You shall receive power when the Holy Spirit has come upon you; and you shall be my witnesses in Jerusalem and in all Judea and Samaria and to the end of the earth” (Acts 1:8).

From the age of the Apostles to our own day, a great cloud of witnesses has been raised up to proclaim Jesus and show forth the power of the Holy Spirit.

Today, we recall with gratitude the sacrifice of the Uganda martyrs, whose witness of love for Christ and his Church has truly gone “to the end of the earth”.

We remember also the Anglican martyrs whose deaths for Christ testify to the ecumenism of blood.

All these witnesses nurtured the gift of the Holy Spirit in their lives and freely gave testimony of their faith in Jesus Christ, even at the cost of their lives, many at such a young age.

We too have received the gift of the Spirit, to make us sons and daughters of God, but also so that we may bear witness to Jesus and make him everywhere known and loved.

We received the Spirit when we were reborn in Baptism, and we were strengthened by his gifts at our Confirmation.

Every day we are called to deepen the Holy Spirit’s presence in our life, to “fan into flame” the gift of his divine love so that we may be a source of wisdom and strength to others.

The gift of the Holy Spirit is a gift which is meant to be shared. It unites us to one another as believers and living members of Christ’s mystical Body.

We do not receive the gift of the Spirit for ourselves alone, but to build up one another in faith, hope and love.

I think of Saints Joseph Mkasa and Charles Lwanga, who after being catechized by others, wanted to pass on the gift they had received.

They did this in dangerous times. Not only were their lives threatened but so too were the lives of the younger boys under their care.

Because they had tended to their faith and deepened their love of God, they were fearless in bringing Christ to others, even at the cost of their lives.

Their faith became witness; today, venerated as martyrs, their example continues to inspire people throughout the world. They continue to proclaim Jesus Christ and the power of his Cross.

If, like the martyrs, we daily fan into flame the gift of the Spirit who dwells in our hearts, then we will surely become the missionary disciples which Christ calls us to be.

To our families and friends certainly, but also to those whom we do not know, especially those who might be unfriendly, even hostile, to us.

This openness to others begins first in the family, in our homes where charity and forgiveness are learned, and the mercy and love of God made known in our parents’ love.

It finds expression too in our care for the elderly and the poor, the widowed and the orphaned.

Just as the mother and seven sons from the Second Book of Maccabees encouraged one another in their moment of great trial (7:1-2. 9-14), so too, as members of God’s family, we are to assist one another, to protect one another, and to lead one another to the fullness of life.

Here I think with gratitude of all those – bishops, priests, consecrated men and women, and catechists – who in so many ways help to support Christian families.

May the Church in this country continue, especially through its parish communities, to assist young couples to prepare for marriage, to encourage couples to live the marital bond in love and fidelity, and to assist parents in their duty as the first teachers of the faith for their children.

Like the Apostles and the Uganda martyrs before us, we have received the gift of the Holy Spirit to become missionary disciples called to go forth and bring the Gospel to all.

At times this may take us to the end of the earth, as missionaries to faraway lands.

This is essential to the spread of God’s Kingdom, and I ask always for your generous response to this need. But we do not need to travel to be missionary disciples.

In fact, we need only to open our eyes and see the needs in our homes and our local communities to realize how many opportunities await us.

Here too the Uganda martyrs show us the way. Their faith sought the good of all people, including the very King who condemned them for their Christian beliefs.

Their response was to meet hatred with love, and thus to radiate the splendour of the Gospel.

They did not simply tell the King what the Gospel does not allow, but showed through their lives what saying “yes” to Jesus really means.

It means mercy and purity of heart, being meek and poor in spirit, and thirsting for righteousness in the hope of an eternal reward.

The witness of the martyrs shows to all who have heard their story, then and now, that the worldly pleasures and earthly power do not bring lasting joy or peace.

Rather, fidelity to God, honesty and integrity of life, and genuine concern for the good of others bring us that peace which the world cannot give.

This does not diminish our concern for this world, as if we only look to the life to come.

Instead, it gives purpose to our lives in this world, and helps us to reach out to those in need, to cooperate with others for the common good, and to build a more just society which promotes human dignity, defends God’s gift of life and protects the wonders of nature, his creation and our common home.

Dear brothers and sisters, this is the legacy which you have received from the Uganda martyrs – lives marked by the power of the Holy Spirit, lives which witness even now to the transforming power of the Gospel of Jesus Christ.

This legacy is not served by an occasional remembrance, or by being enshrined in a museum as a precious jewel.

Rather, we honour them, and all the saints, when we carry on their witness to Christ, in our homes and neighbourhoods, in our workplaces and civil society, whether we never leave our homes or we go to the farthest corner of the world.

May the Uganda martyrs, together with Mary, Mother of the Church, intercede for us, and may the Holy Spirit kindle within us the fire of his divine love!

Burkina Faso elections get under way

Voting is under way in Burkina Faso to elect a new president and parliament after a year of political turmoil.

It is the first election since last year’s popular uprising which toppled longstanding president Blaise Compaore.

Security is tight with up to 25,000 troops expected to be deployed across the country.

The vote was due to have been held last month but was delayed by a failed coup in September led by members of the elite presidential guard.

The election is meant to mark the end of the transitional period following Mr Compaore’s removal. Analysts say it could be the most open and democratic vote in the country’s history.

“For the first time in 50 years there is an electoral uncertainty… we don’t know the winner in advance,” said Abdoulaye Soma, head of Burkina Faso’s society of constitutional law.

“This is a positive point and a fundamental change from the other elections that we had seen earlier.”

Former President Blaise Compaore was forced from office by street protests in October 2014 over his plans to serve another five-year term. He had been in power for 27 years.

A transitional government was installed but the country was thrown into turmoil again in September when members of the elite presidential guard led a short-lived coup. The attempt failed and the guard was disbanded.

Mr Compaore, 64, is now living in exile in neighbouring Ivory Coast.

Fourteen candidates are standing for the presidency and reports suggest that Roch Marc Christian Kabore and Zephirin Diabre are the front-runners.

Economist Mr Diabre has served as minister of economy and finance before he fell out with Mr Campaore in 2010.

Mr Kabore served as prime minister and chairman of the Congress for Democracy and Progress party (CDP) before leaving the party in 2014, after opposing plans to extend Mr Compaore’s rule.

If no candidate wins an absolute majority in the first round, a second round will be held.

Polls close at 18:00 GMT and provisional results should be known by Monday evening.

Pope Francis has embarked on the last leg of his African tour with a visit to the Central African Republic, which has been torn apart by violence between Muslim rebels and Christian militias.

There have been concerns about the pope’s safety ahead of his visit.

The Pope has said he is determined to bring a message of peace and hope to a country where elections are due to be held next month.

This is the third and last leg of his trip after visiting Uganda and Kenya.

During his visit, the pontiff will celebrate Mass in the capital, Bangui, but is also expected to meet Muslim leaders and visit a mosque in the city’s Muslim enclave, known as PK5.

In Uganda, the Pope celebrated Mass in front of an audience of hundreds of thousands of people, and spoke at a Catholic shrine dedicated to Christians martyred for their faith in the 19th Century.

The Mass marked the 50th anniversary of the martyrs’ canonisation.

On Friday, the Pope addressed an audience of young people in the Kenyan capital, Nairobi, urging them to unite and take a stand against the destructive effects of tribalism.

Info reaching us from Juba is that Sudanese businessman Tito Tong Aculi has been released from jail.

The gigantic dude was arrested early this year in March after he was implicated in the murder of his step brother Osman Aculi last year.

After the death of Osman who was a police officer in Sudan, his mother suspected foul play and ordered police to carry out thorough investigations and all evidence pointed to Tito.

It is said that Tito was jealous of Osman after their father entrusted all his business dealings with the latter.

This was after Tito, instead of running the businesses; he instead started living large partying on a daily basis.

The Monalisa bar owner was jailed after one of the seven suspects pinned him as the master mind of Osman’s murder after he failed to fulfill his promise of getting them out of jail.

Sources add that Tito who now looks a like a shadow of his former self has since embarked on a fattening spree to regain his gangly physique.

Mugabi who first caught the public’s attention as one of the top contestants of Coke’s Rated Next competition, beat Jackie Akello and Rogartien to the gig.

He will thus perform as the opening act on December 13, 2014 during the closing Blankets and Wine fete of 2015.

For the past five weeks, Tusker Malt Lager has been holding activations at Zone 7 where Blankets and Wine fans were given the opportunity to choose an artiste they would like to have perform in December.

Brenda Birungi, Jackie Akello, Ragartien and Sitenda were all vying for the enviable chance to perform at Blankets and Wine.

During the final face off at Zone 7 on Wednesday November 25, 2015, Mugabi, backed by Janzi Band wowed the audience with his ‘Naki, be my wife’ single.

His fingers gently caressing the guitar, his voice belting out sweet melodies, and the audience on its feet.

Jackie Akello on the other hand gave the audience a hard time choosing between her and Mugabi.

Her ‘Afoyo’ (Thank you) single was excellently performed. The audience also stayed on its feet throughout her performance.

She earned 26 votes at the end of her performance.

With Janzi Band at its usual flawless self, revelers always find it extremely difficult to stifle the urge to stretch out their nubile selves.

Dorothy Muttu, the Marketing Manager for Premium Beer at Uganda Breweries Limited says that the activations were aimed at not only giving consumers the chance to pick an artiste of their choice, but also to give upcoming artiste a platform to shine.

“For the past five weeks, we have been entertained by very talented musicians, some of whom we knew but didn’t really know their music. This was a chance for the audience to get to know these artistes better. Mugabi now has a bigger platform to showcase his talent,” she said.

Mugabi will join Myko Ouma, Swahili Nation and The Kansoul from Kenya, in entertaining revelers at the 11th Edition of Blankets and Wine.
